That's what I was guessing was water pump, guess it junkyard scouting time, find the front brace and all the secondary braces.

Timing belt swap here I come :(

front bumper: feels like its barely on and the lights are not fully seated and kinda hanging. any mounts i need to check or info on this?
Check to see if all of the mounting screws are there. If not, look online for a hardware kit. I believe there are nine bolts on top that hold the bumper on. The bolt size is M6, which is common for the dressup kits. Just type in fender hardware kit or something like that into eBay and see what you find. You don't need a fancy hardware kit since the bumper isn't heavy.
axles: both are torn, do i need to worry about transmission fluid?
Check the fluid level and if it's full, don't worry about it. I would check the fluid and see if it smells burnt. If it smells burnt, change it. GM Synchromesh Friction Modified is great transmission fluid. I'd look into that.
As far as axles, get some new ToughOne axles from Advance Auto Parts. Excellent budget axles and they have lifetime warranties. They run about $60/pop. I work there and I'm using the ToughOne axles on my car and I'm not exactly easy on it. No problems yet.
mounts: im missing 2/3 bolts for my transmission mount. is it worth upgrading mounts or just swapping inserts? and where can i find these bolts? who has decent mount inserts?
It's up to you on whether or not you upgrade the mounts, but if the actual mount isn't messed up, I wouldn't worry about it. Same with the inserts. If you want good inserts, I believe both Energy Suspension and Prothane make mount inserts for your car for fairly cheap, and they're polyurethane. For the bolts, check Acura/Honda's parts websites and use pictures for references, or pull the remaining bolt and match it at the hardware store or Fastenal.
clutch: is there a way to adjust the clutch? its very...grabby and not fun at all. im new again to manuals after 5 years of autos...but my buddy who drives alot of performance manual cars said it didnt feel right, very shaky and rough clutch feeling.
I'd bleed the clutch.
rack pinion: boots are torn off, should i put new boots on or replace rack?
If it doesn't leak, replace the boots. If it does leak, weigh the options of replacing the rack. From what I understand, replacing the rack is a tedious job. If it's a slow leak, throw some stop leak in the reservoir and leave it alone. I'm normally very skeptical on stop leak, but I figured I'd chance it knowing I could temporarily loop the power steering lines and run manual steering if I had to, but I've had absolutely zero issues. If it leaks a lot, replace the rack.
oil leak: somewhere on head, previous owner thinks cam seals but im unsure of that...is it worth trying cam seals? or how hard is pulling head and resealing?
Cam seals are easy and cheap. I'd recommend aftermarket over oem on this one. Oem is plastic vs. aftermarket 9/10 times is billet aluminum. And cheaper.
Check the distributor o-ring and around the vtec solenoid. Both common places for leaks.
lots of exhaust popping...its got a cat but no muffler, im gonna put a muffler on that should help?
Yep. Please don't get a fart cannon.
You may also be running rich. I'd run some fuel system cleaner and some fuel injector cleaner through it and change your fuel filter just to be on the safe side.
tune: whats good tune? im newish to the scene, ive heard or chrome and hondata?
I wouldn't worry about tuning it yet until you have your other issues figured out and you have more mods done to your car.
i have a ton more questions and need a lot of interior/exterior parts...

Looks like it. If I were you, I'd search your local junkyards for a new bumper support and I'd double check your radiator support for damage.
My car was hit at one point and has some slight radiator support damage, but nothing worth messing with or worrying about. If it's barely bent and there isn't any obvious damage to your cooling system, I wouldn't worry about it.

Check Gates Racing and Toda Racing. Both of them offer racing timing belts that are far stronger than oem.

I'm gonna order a full timing/water pump. Do that next weekend and ordered new value cover studs/nuts and a fuel pressure guage since the one on my aftermarket regulator isn't working. I know it running extremely rich from the black soot and plugs were extremely black and cover.

I'm just going to leave the bumper stuff, and maybe get a itr conversion maybe, depends it's a 3k car. Don't want to put to much into it.

I am however going to sand/repaint the spare tire well since it's got surface rust. Reseal the trunk lid and seal the rear wiper delete plug that's just sitting in there (found out when I knocked it out when I washed the car) and get a new spare tire lid and carpet. Mine is plywood and extremely water soaked carpet.

Other questions, who the hell sells a car with no key for locking lug nuts and no sparring wrench?

And no I'm just gonna put a magnaflow muffler on the back with a small tip. No rice for me

For the timing/water pump, go with Gates or oem. You don't want cheap crap for that. Lol.
Good to hear you got some stuff taken care of. ITR would be an awesome choice. That's about $1k typically, though.
Considering you got the car for $3k, you didn't get screwed too bad. The repairs needed are lengthy, but luckily, they're fairly easy and won't cost a lot. Clean GS-R's go for $4.5k to $6k, so if you wanted, you could invest $1k in getting it where you need it, flip it for $5k, and put $1k profit in your pocket. I'd personally keep it, though. Integras are great cars.
I got tired of messing with my trunk, so I just stripped all of the junk out of it and rolled the carpet up just in case I decide to rebuild the trunk floor.

Sounds to me like you've got some researching to do. If it's like everyone else who uses locking lug nuts, they're probably some cheap-o AutoZone lug nuts, which, if they are, just buy another set for the key. They're cheap and they work.

MagnaFlow is a good choice. You should post sound clips and keep us posted.

I won't get over 4k ever cause of a rebuilt title, I figured it was a perfect car with rebuilt title so that's why it was cheap. Should have got the turbo d16z6 hatch for 500$ more that was in great condition.

Both cars have potential, and you were probably better off buying the GS-R. Buying already built turbo cars is always sketchy because you never know when it was done right.

I didn't realize the Toda belt was so expensive. My fault. Lol.

FYI - A lot of people dont know that the NAPA sells Gates timing belts under the NAPA name. Its not the fancy blue ones that everyone likes to get, but its Gates. Same name, same quality.

Just food for though before you spend extra money on the pretty blue one :lol:

I would also stay away from the off brand water pumps. Replace it with OEM. Its only like $80
