You can drive without one, but you'd need a test pipe (think of it as a giant spacer) to go in the cat's place. The legality depends on where you live.

anything pre 96 doesnt require a cat I think. They dont have secondary o2 hence the reason why people use the obd1 ecus for tuning. There are less restrictions.

I was throwing that out there as a caution, didn't know the specifics since there's no regulations here in FL. People here throw straight pipes on brand new cars all the time due to no testing or checks and cops usually don't give a shit :lol:
