The rcw was on the paper that the tint shop made me sign, so they couldn't get sewed lol. Your thinking of reflectivity, that is 35% or lower. But the two front Windows are the only two stated.

Put on some shadowed tail lights, and corners 
I'm thinkin of getting headers for her. But before that I have to get a new fender and get it painted to match. I was in a fender bender recently and...yeah, unfortunately we aren't too clean anymore breaks my heart.

Engine mods are 100% fine, but cosmetic mods that diminish the safety of other motorists is a no no and is dumb. Tinted tail lights and corner lights are IMO RICE and dumb because those serve a purpose. someone doesnt see your tail lights because they are tinted, they rear end you, probably not their fault because you modified a DOT approved tail light.
