The B18B also has 37cc's more displacement than the B18C. Non-VTEC Tegs also has longer gearing which is preferable to have for a FI application.
Many LS people prefer to go the FI route rather than mess around with an NA setup, and vice versa for people with GSR's and Type R's. The B18C is a better starting point for an NA application than the B18B. B18C's have a better flowing head, higher compression, closer gearing, and of course the VTEC system.
And EclecticTeg's right, GSR's are fine to boost also. Some would argue they're better for boost than a B18B because the head flows so much better. The higher compression of the B18C is no big deal for a competent tuner to adjust for.
