Don't do camber kits. Evarrrrr.
OP: If I were in your situation, I'd do the following, these are all things you should be able to do on the cheap.
1. Buy OEM 98-01 Tail lights.
2. Scour Craigslist and various forums for lowering springs.
3. Pay a professional to detail your car.
4. Save up. For a long time. Think about what you want out of the car. Maybe you won't even like modding cars. Don't do anything that can't be reversed or is detrimental to the car's driveability, safety, resale and comfort.
If after a few months of thought, you decide that yes, you enjoy modifying cars then its time to establish what your goals are, what your personal style will be, etc.
Will you be a fan of the USDM 94-97, USDM 98-01 or the JDM Front, maybe even a fan of the body kits of the late 90's/ early 00's? Are you going to be power driven, handling oriented or just want a car that looks cool? Quality parts or cheap, replica trash?
Whatever you do, don't go throwing money around just to say you have mods. You'll regret it in the long run.
I got lucky when I was 16. I had to pay for repairs before I could do any mods. I had two cars before I did a single mod. I was a member of a forum with a core of knowledgeable members who I 'befriended' and who taught me many things about modding cars.
Without them I doubt I'd have owned 3 sets of Ray's wheels, SSR's, Enkeis, BBS, Advans, etc. , J's coilovers, Mugen Gen 1, etc. My car would probably have been some pos vato zone special or wrapped around a pole.
OP: I assume this is your first car and you're about 16? If so, make it through this winter before doing any mods. As for if a lowered car can handle winter, yes easily.
