To what extent can turbos not be repaired?

Sounds like he doesn't speak very good english. I'd pass on it. Seems a little.. "sketchy."
what makes you say that? seems fine to me

and a stock trubo can be repaired, id check to see if you have any local turbo shops, if not i wouldn't get it, Nissan's are a BITCH to work on, i heard you have to pull the whole motor to get to one of the turbos

Oh yeah.. totally forgot about the DSM, although the 1G doesn't look too good imo. Not much of a VW fan, and I find Volvo looks better as the SUV or some sedans. I'm not turbo expert either but doesn't "twin" turbo mean something like twice the power of a single turbo?
its means 2 turbos

usually when stock, one is for quick spool and the other is for top end power

From what I understand, and dont quote me on this, there are two setups for twin turbos. Parallel, where both turbos work side by side or sequential where one turbo spools the other. Either setup is designed for a wider range of power. One big turbo is best for big top end power. I'm sure you can google a better explanation. But to answer your question, generally speaking you'll get more peak hp from a larger single turbo.

Yeah, I saw that somewhere on our Turbo FAQs.. it's called Sequential I believe. Hm.. I'll look around for some shops, but I know a mechanic that is insanely in love with Nissans and Toyotas that could probably help me out or point me in the right direction. He's building up a S.C. Toyota AE86, and a Toyota Supra T.T.

So.. didn't "people" create the Sequential setup to basically "pre-turbo" the primary turbo which would improve the single turbo spool time?
