Timing belt change issue...

So I blew out my headgasket this past week. Well this last weekend I tackled that. I set the cams at tdc then pulled the belt off (I just slid it off since it needs replaced anyways). I pulled the rockers off and placed them in the same order they came off. Well when I reassembled everything I put the head back together but now the intake came is rotated like 30 degress counter clockwise and exhaust came is like 2 teeth forward clockwise as well. So I tightened down the cam caps while using a wrench to hold each on in place and they would just rotate back to where the were which is not tdc. What could possibly be going wrong?

Also while trying to break the crank pulley bolt loose it span counterclockwise almost a full rotation... could that have caused valve damage? How ca. I go about getting everything back in order. Since I haven't gotten the pulley off yet I still haven't replaced the belt. Was trying to address the cam issue first. Thanks

I could if anyone was able to help out :/ but apparently know one seems to know.. plus I'm only off Sunday Monday and Tuesday so i cant make it.

my cams were slightly off when I changed my belt too. Me and my dad got it back at tdc by rotating the cams till they were at tdc and holding them in place while sliding the belt back on. Fired right up afterwards with no issue
