i would take it to a DIFFERENT person for a rebuild. ask them to put in new valve seals, should only be 1.50-2$ each for 8 exhaust, and have him lap them in.

Update I bought a b18b head and put it on but guess what compression is still low so I think I have a warped block what is the best thing to get a block level again? Is there anything I can do other then take it out ans to a machine shop?

Taking it out is about your only solution. With the head off it's really easy though. You can get to all the transmission bolts from the engine bay, then it's just simply unbolting the engine mount and yanking it out.

You could check the block with a straight edge from corner to corner diagonal and then across and up and down. It could be warped, OR you could have a crack in it.
