I agree with them 100% about doing suspension first. The only reason I mentioned going vtec is because you said you wanted power first. Another thing you can do to make your car faster and stay smog legal is to make it lighter. A light car is a fast car. There is a saying for people who track:
Power makes a car faster in the straights.
Suspension and driver skill makes a car faster in the corners.
Lightness makes a car faster everywhere.

go get a nice tune man it will help with doing nothing but the regular bolt on to your car. Your car is on a factory economy tune right now if its stock. Go get a hondata and a tune or a reputal chip and a tune. You will feel the diffrence right away and you can always add on later with whatever you want and just keep getting retuned and you will be golden. Everyone forgets about this but it helps alot alot. just my opinion on your price range though for guaranteed hp
