Looking for help with a recent purchase

Just bought a 91 LS a few days ago that I knew had a few minor body issues but from what I could tell seemed to be mechanicly sound it had just had an engine rebuild 20k miles ago fluids clear and the test drive was smooth, but now some random things have been happening such as the RPMs doing a 1000 rpm hop when its warming up once the engine is warm enough to idle at 750 this goes away and it goes away when in gear, it also doesn't happen when its warm out

next fun little oddity is a thump out of the passenger side of the car when under torque such as passing in 4th gear it only really appears when I downshift but goes away if I turn to the left and goes right back when I center the wheel and it really just comes and goes tried to get it to happen in 3rd and didn't see it happen but it sometimes continues into 5th

also not getting heat unless I take it to highway speed but I think I can blame the intake and old weather since even after and hour of in town driving the engine is warm but not hot enough that I can't touch it for a long time gonna try a low temp thermostat to see if it fixes that issue

once I figure out those issues and figure out where the washer fluid hoses run and the nozzles go I think all with be fine with the world

any one thats willing to help as far as I can tell the cars only mods cold air intake with all the sensors are in their place and a cat back exhaust not seeing any make or model markings which bugs the crap out of me since this is montana but the car was bought from the AF base and had recent CA tags(Nov 2011)

side note pretty sure theres more under the hood than the cold air intake and exhaust since 5th gear can't hold 65 constant but can hold 75 which sucks since 65 in 4th is at the 3500 rpm range

The idle issue and the heat issue could very well be related. Does it seem like its losing coolant at all? If not, I would do a thermostat and then recheck, then if the idle is still hopping, it may need an IAC valve. The noise is hard to say, I would just check the suspension. Its hard to tell from what you say if its a trans-related issue or suspension, if you could give more details maybe I could help more. I live in Wisconsin, so can't help you with any CA emissions stuff, sorry.

when I took a first look at it it was low on coolant but it also had a cheap 5 lbs replacement radiator cap on it, and according to the specs its supposed to have a 13 lbs I asked the owner to replace it before I made the purchase and we let it run for almost an hour on a warm day while we took in a tire to have a new low pro put on.

after digging around and rewording the search think I localized the RPM issue to the FITV I had already pulled the IAC and cleaned it but honestly I had never heard of a Fast idle thermo valve I just went and got a low temp thermostat and think I am gonna order a new FITV as soon as I can find a parts store that knows WTF I am talking about

and as to the sound best way to describe it is that when I apply alot of torque and the front end picks up I hear it and feel it through all the pedals if I turn the wheel to the right it goes away as the car settles back into the suspension the sound and feeling goes away, but while the sound is there the car handles really loosely could just bee the pick up on the front end causing the handling issue though. and I have tried hitting small potholes and bumps to see if maybe its suspension but only once or twice have I gotten simlar sounds, best way to test the suspension until my drive way is clear of snow and ice since last time I tried to put it up on a jack or ramps it slipped on the ice
