The noise you hear at 5500 is the secondary butterfly's opening

Just tighten the belt. Probably doesn't need replacing. Wouldn't hurt to replace it.

I had the same problem, when I started my 97 GS-R there was a screaming from under the hood, all I had to do was tighten a belt.
