Pretty much. It's sorta pointless if you don't wanna race it. For the streets, just do some bolt ons, maybe cams, then the best bang for the buck... A gsr tranny.

Without spending too much money I would do a vtec head, intake manifold, and throttle body. That should get you in the area of 170-200, if you want to stay NA and make some more power I would do valvetrain and skunk2 tuner 1s or 2s, depending on your goal in the end.

But from the vtec head alone you would see a noticeable gain.

Slow teggy, its not like you can just swap the head on and call it a day. A proper lsv adds up quick. s***, a proper stock rebuild adds up quick. Hes gonna need either the kit, or the lines to run, water pump, oil pump, head studs, timing belt, etc. Along with the recommendation of sk2 cams and valvetrain, which alone is about a grand. Getting up into boost costs after not too long. This is where OP needs to decide what he wants. Otherwise he will blow money trying to get na power, be unsatisfied. Then go boost, but realizes those $600 cams arent the ones he will want for boost.

I don't normally put my $0.02 in on threads like this, but it seems like the OP is actually trying, so I'll give it a go.
I've been doing some research, and from what I've read, the '99-'00 Civic Si 5-speeds should bolt-on directly and have the most aggressive gear ratios minus the final drive, which is 4.266, or the same as the OEM LS transmissions. So, I'd swap the final drive from the '98-'01 JDM ITR's, which is a 4.750. You can buy those from ICB Motorsports, but they are fairly pricey. Then, after that, throw on a weighted shift nob for better shift feel and firmness and add an LSD.
The transmission swap won't give you any more power, but it'll feel like it will and it'll definitely help with speed.
For power, B18b1's don't benefit too much from anything other than bolt-ons. If you have an intake and a header on it already, I'd add a header (with a collecter outlet size to match your exhaust diameter), give it a good tune-up, and call it good. If you want more power but you want to stay naturally aspirated, I'd consider a B18C1 or B18C5 swap or a low-hp wet shot spray setup.

I realize my wording wasn't the best haha I guess me saying "without spending too much" all depends on what the overall budget looks like, I'm use to my dumb spending habits when it comes to cars lol
