check shit in your dizzy. your RPMs wont surge unless its from the dizzy. try a friends distributor

Naw, second gen's have a cable connected from speedometer to tranny.
However the OP might do as you suggested and check the ground.

try another dizzy your modulator or coil could be going

RPM's can surge because of mechanical things as well. My idle surge was caused by a vacuum leak.
