Oh im not saying that cop does it. But even the person who gets the tape. Cops would do practically anything for another cop. Not to mention the politics, think how bad it would look to have a cop do something like that. not all cops are bad. you'll run into good ones and you'll run into bad ones. the good ones are the ones who don't work to hide others mistakes.
It is that easy. The only way to make it right is to have a cop in the chain somewhere who could careless that the cop did something wrong.
