I explained what his problem is. Tuning his ECU may help a little bit here, a little there, but it won't solve the problem that he has mismatched parts, an incomplete engine package, parts that are working against each other. It won't help anywhere near as much as having a properly put together engine package.
By what you said, how do you know what is in his mind then? you cant say he hasn't thought about the mods that he's put into it unless he's just putting it in there for looks.... Sometimes people do get factory freaks. There was this kid on clubcivic that was hitting 15.5 in a fuckin 95 civic ex with intake / header / exhaust, otherwise it was a stock d16z6 ... then he threw on a chipped ecu and brought it down to 15.2. I was at the track the day he pulled the 15.2.
Then my friend has a 95 integra ls with I/H/E and high flow cat and his best is a 15.04 @ 92 full interior i dont know how hes pulling those times cause most other folks with ls ive heard run high 15s. I havent been to the track with mine so i dont know, but mine does seem a little weaker than a 94 ls i test drove that just had intake and custom catback with no resonator.
Remember though these runs are all around 30 ft or so above sea level, sac raceway.
