Ok here is a hypothetical situation for you.
Tou build your motor for high boost numbers. You drop your compression to 9.0:1 cause you can run reallly high boost then. You also get a nice fast spooling turbo so that you spend less time out of that boost. Just like your situation we will use 3500 RPM. This car is your daily driver and you go to work everyday. Driving on the street really sucks because the lower compression really eats away at your torque. So you lumber across town haveing to hit boost evertime you shift to make your trip worth your while.
Low boost is not always the answer. Yea if you plan on running your car at the track all the time then sure low compression is good. On the street higher compression will feel better cause you will have more pick up. It all depends on your application.
