Help with incorrectly wired headlights

I recently purchased a '95 LS hatch. I noticed that the headlights won't turn on when I twist the switch on the turn indicator stock. However, when I turn on the brights, all four headlights turn on.

This is what I've tried so far:
  • The headlights are functional (when the brights are on) so I've ruled out blown bulbs.
  • I've checked/cleaned the connection to the turn indicator stock.
  • I've purchased a replacement turn indicator stock and replaced the old one.
The passenger side headlights look much newer/less foggy than the driver side lights (both are OEM). I think the previous owner might have replaced the passenger lights and wired them incorrectly.

I have never done any wiring so I am not sure where to start/what to look for. How would I know if the owner installed the lights incorrectly?

Any advice?

theres a box with a bunch of black wires going into it by the head lights on both sides its a ground, make sure thats grounded.
