I think its when you hold the break down all they way so boost can build up when you lauch. But i though they only did it in automatic boosted cars.

To build full boost the car needs to be under load, breaking while getting on the gas gives it that load to build up the boost so he doesn't have to wait till it gets up when he steps on it. Its also not just for when you launch, as in this video he was on the highway. Where the shit out of your breaks but I guess its just as bad as linelocking a rwd vehicle.
