I felt the same way about my DA... upside is once you get stuff to where t is running decently, you will have a blast driving it.

look at the bright side buddy... you are getting alot of invaluable experience working on your car... this is experience you can carry with you your entire life and use to save money on your future builds & projects.

That alone in and of itself is priceless if you ask me.

The most expensive thing is going to be fixing the tire with the bubble. Should I try to pick up used rims and tires off craigslist for a decent price, or buy 2 new tires? I really don't want to buy the 2 new tires only because I wanted to buy rims eventually and I would've spent the money on 2 new tires that won't fit bigger 15 or 16in rims.

If you have the cash, might as well upgrade
I have about $400. Got a bad tire, tie rod, and gotta replace two 3rd brake light bulbs. Once I do anything with the tie rod, I need an alignment, and anything involving tires that aren't mounted are gonna cost me a mount and balance.

you should be able to replace just the tire. a bubble is when the rubber separates from the steel belt on the outer side of the tire...

Depending on which tire ( Frnt or rear) it is I would also change the tire opposing ( right or left ) the bubbled tire. In essence keep matched pairs ( this will help prevent vibrations from mis matched tires.)

most important repair is that tie rod followed by the tire. A tie rod costs about 20-40 bucks new & takes a few minutes to install.. 2 used descent tires will cost you maybe 40-80 bucks with installation. (I'm basing this on prices in the SF bay area may be cheaper near you)

If you chose to get 4 new tires you could get cheaper tires for maybe 2-300 bucks installed & recoup some of the $$$ when you sell your old tires & rims after getting your new tires and rims.

ALignment cost maybe 60-100 and may be able to get a deal if you get it when you buy your tires.

brake light bulbs = 4-6 bucks

point is all the stuff you need to do can be done welll within your 400 dollar budget :) side point is depending on how you leverage and plan you can do all of this and develop along term plan at the same time. I've given you the parts it is fr you to make them work for YOUR plan

that in all honesty is going t be your best bet for now.

get the car running good enough to rely on while you save money for the stuff you want to do later.
