These "hot confined spots" are not hot and confined enough to have the propane to start a flame. If you take your distributor off and spray it right at the spark, then yeah you will have fire.
I use the propane method when testing for leaks and it works every time. If you don't want to use it, you can use other canned spray that is much more flammable then propane. Up to you.
