you will take advantage of your header intake and exhaust with a tune, a fuel regulator wouldnt be a bad idea as well.

what is the purpose of a fuel regulater and does it help with power gain. Im a noobie if you cant tell already

if your tuner thinks you need more fuel he can bump the fuel pressure.

...you seem to want noticable gains...instead of getting the most from your set up. A tune can provide a night and day difference. if your tuner thinks they can get extra whp from the setup you have by adding 3psi from the fuel lines, that could make a huge difference..after all you dont have anything thats really going to make hella power...if you want super noticable gains i suggest either a tubo or nitrous, there are some kits you can use without a tune but even then, a tune will only yeild more gains.

i plan to get turbo someday that would so bad ass. like a 50hp gain i would think. i just wanna get the most out of my car

see i never knew that at all and i dont have a tuner:( i live in a joke of a town that has almost no support for acura. how does tunning my car make such a big difference

You can upgrade your cams/springs/retainers without removing the head.. the only way I would recommend removing the head is if you was installing cams like Skunk2 Pro3's with higher compression pistons, to check your valve to piston clearance or if you know you need a valve job in the beginning. Other than that, no need to remove the head.

so can just put on springs and cams without worring about everything else? thats what i wanted in the first place but i would have to do it myself because everywhere i called would charge around $800...fuck that or "they dont work on imports only domestics"

I think the snap-on tool cost $150 and you need a good air compressor to pressurize the cylinder while you break the retainer and locks apart, so the valve doesn't drop. But you might want to put each piston to tdc while your are working on that particular cylinder as for safety. I've done this plenty of times, and no problems.
