Broken timing belt

Timing could be off. It's easy to get wrong. Also rotate the motor COUNTER-CLOCKWISE before tightening the tensioner. That should tighten the belt up. You would be surprised how many times I tried re tightening the belt before I noticed that it's a counter-clockwise spinning engine. (Opposite of what most motors run...)

I've had 3 integras a 90-91-92 all of them had a problem with the blower position switch never the fan switch I would try replacing it seems like thats your problem.
