Broken timing belt

Uncle gave me a 91 integra gs. All it needs is a starter, radiator and distributor he says. I noticed the timing belt cover was cracked so I pulled the valve cover n sure enough the belt was broken. I'm going to pull the head n see if the valves are bent but I'm not sure about timing. In my Haynes manual under head removal it says to rotate the engine so piston one is at TDC. I feel like if a valve is open i run the risk of bending it if it has not already been bent. Should I just pull the head and worry about timing later. So everything in the manual assumes the belt has not broken. How do i know if the cams and distributor are in the right position so I don't bend any valves when i remount the head. Never messed with a DOHC before. Should I just try to replace the belt first and see if it works. Help me.

K I see now how to time the engine. Just got done cleaning the engine. Removing the head today. Lost one of the stupid valve cover grommets hope they have them at my local auto parts store. Oreilly wants $15 for individual valves. Is there a kit to buy all the valves somewehere. I will post pictures of my findings. Hope the valves r ok. Spent $400 already.

Disconnected all wire connectors and hoses. Makes it easier to put the starter in :) took out the cams, broke two sockets. Is there a thread similar to mine? Anybody there. Engine is surprisingly clean with very little wear. Springs seem ok, none are stuck open. Still want to replace head gasket, leaks everywhere.

Uhhh. How did you manage to break two sockets before even getting the head off? Looks like some of that $400 should have went to some better tools man.

Looks good, there's a few good head removal/replacement guides. Now that the head is off, you shouldn't reuse the head bolts. Get new oem ones, or some ARP studs.

Lol. Went and got an impact socket. Head came right off. Valves look ok. kinda rusty in cylinder no. 4. cleaned everything n re-mounted the head with new bolts. I have replaced the heads on a chevy 350. I have never seen an engine so clean after 186,000 miles.

Yes I do. Head bolts weretight. Put the timing belt on. Seems kinda loose. What's up with that. Now I'm afraid to start it.

. Already bottoned her up. Started immediatly. Runs a little rough but I think new plugs n wires and some timing should clear that right up. The air conditioner works but only on hi.anyone now about that.
