No, they are not the same. That lower tie bar connects the bottom of the suspension on the struts to take the flex out of it in the same way that a strut tower bars do. It just does it on the bottom. LCA's are the lower control arm of the suspension. When you lower the car, you change the suspension geometry in many ways, mostly negative ways.
