Could be bent, but not installed wrong. They informed me that it was in result of a wreck and everything was replaced and the issue is still there.

Nope, is his car lowered? If they just relaced everything and its installed right, and still hitting...seems like the "frame" must be tweaked or something. Idk, I'm not a mechanic, just tear stuff apart in my garage and sometimes get it back together
