Single or Dual Bend Short Shifter For a 5'5" Me

a short throw shifter has nothing to do with it's overall length. it makes the throw of the shift shorter, hence "short throw."

    Integra steering wheel

I couldn't see them changing the design between those 2 years, but it may be different between the GSR and Type R (I'm not 100% sure). Was your old one the OEM wheel? and how did it get stolen in the first place? lol

Diamond steelies 1991 integra rs best size with no camber

yes, the OEM tire spec is 195.55.15, so it will be fine. If you're lowered though, it may be beneficial to go with 195.50.15. That way you have less chance of rubbing.

    Lower or new rims/wheels first?

my vote is lower it first. I'd much rather be low on stockies (my winter setup) than floating on aftremarket wheels. but why only 1,5 inches? if its because you only have enough for lowering springs, I'd say save up for full coilovers first. It makes a huge difference and you will be kicking...

    Thoughts on these?

you don't NEED a camber kit, but it will help with trade life, and depending on if you go low enough you may need it to fit the wheels. I went a while without a camber kit and was fine.

Tein S Tech on KYB Exel Gs

You should be fine, once the weight of the car is on the strut, it will compress until the spring holds it up. if I jack up my car, my spring wiggles because the spring isn't long enough to reach the upper isolator. It's only because it's such a short spring.

    97 Front bumper removal?

I guess it's better to bump an old thread rather than start a new one with a similar question. Anyway, are you talking about the ones that hold the metal brace down on the top of the bumper? I know they aren't too long, like less than an inch, but I'm not sure exactly.
