hhaha i was gona mention the "T" bracket its wat i did to mines but see u got it covered kris lol
That vacuum line operates that valve body attached to the throttle cable bracket. All it is supposed to do is make the transition into throttle smoother. You can just cap it off or remove it completely and you will barely notice a difference, if at all.This car is an Automatic isn't it? It is the only explanation for this odd assortment of things i've never seen on an engine. I am guessing that little thing blocking your filter has something to do with the EGR, equip only on automatic Tegs.
Force the filter on, if you haven't already. Not sure what to say about that lol.
As for the line Broken-Talon suggested to leave off. I know it will operate without it- I just wasn't sure how well. I think I have a problem with mine because when mine is attached my RPM's climb like mad and don't stop lol.
