I bet it is. There was a county in CA that confiscated a 350Ztt and a Z06 from two people caught street racing and made the cars into unmarked patrol cars.

I got pulled over in MD for speeding while passing someone, still awaiting my court date... To add insult to injury, the cop told me I made the pass legally, I was just going too fast. Personally when I'm pulling out into oncoming traffic lane I wanna pass and get back over as quickly as possible, apparently in MD exceeding the speed limit to pass is against the law.
