Yea i kinda have the same question but im putting a 98 gsr into my 93 which is obd1. my friend told me to buy a p28 ecu and wire the harness to the ecu myself. is it as easy as that? i hate wiringNo he doesn't need a jumper or conversion harness. You need t put your obd1 distriutor, injectors, wiring harness and alternator all put on your new motor. Its as simple as that.
So basically, pull old blown up motor, take alternator, distributor and injectors off of it. Put those items onto your new engine. Put new engine in car, hook everything up and drive it

Even if he has the p28 chipped it wont operate the secondary butterflies. p72 is the only one that has the hardware to do it.Do you have a 93 LS or GSR? If its an LS the only wiring youll need to do is add vtec in. I wouldn't run a p28, they don't look for a knock sensor and they don't look for the secondary butterflies. Run an obd1 P72 (GSR ecu) or if you must run a p28 have it chipped to run like a stock GSR, xenocron and phearable.net both offer chipping services.
