Im currently building a frankenstein motor for my 90 integra, im using the B16A vtec head from a 00 SIR civic, im not sure where to look for the right ECU. Any help would be appreciated, thanks!

You need an OBD1 ecu such as a P28, P30, P72, or a P06(the P06 must be converted for Vtec). Then you'll need to have the ECU socketed and chipped. You should run a base map such as a stock GSR or stock ITR until you can get the car to the tuner to have it tuned properly.
You'll also need an OBD0 to OBD1 jumper harness.

If you need an ECU, I have a virgin P61 I'm selling (OBD-I, VTEC), which will also work for you, although it wasn't mentioned. :p

Mostly because a P61 is harder to find than even an OBD1 P72 manual ecu. The only Vtec ECU I can think of off hand that's more difficult to find that either of those 2 is the automatic P72

This is true. I had a bitch of a time trying to find one when I thought the ECU in my DB2 was effed, turned out to be a faulty distributor (although when I metered it, it tested within spec :x).
