Headlights won't turn on

So my fog lights are working, but the actual headlights won't turn on. I had just replaced the bulbs a few days ago, and when I first checked them out, they turned on. I left for work, and when I went to leave for work, they turned on. I then went to check the brights, they flickered on, then went completely out, and now neither the low beams or high beams will turn on, but the fog lights will. Any ideas?

Are they HID's?

Would it matter that much if I did touch the bulbs? And which fuse am i looking at? And no, they are standard bulbs

It wouldn't necessarily cause them to burn out that quickly but it will mess them up. You're looking at the interior fuse panel but double check both engine bay and interior panel to be sure.
