Haha!!! One guy on here claims to be able to do it for 500 bucks, but he never posted back up with his source for parts lol. From what I have seen/done the average is right about 1k bucks, and thats without tuning. Honestly it really comes down to what kind of deals you can find.

I know a guy that got all the parts for $500, but it was a hook up from his friend, i'd say right around $1000

I agree with the $1k for parts and machining. A bit more if you go all out and have the rotating assembly balanced out or have the rods cryo-treated.

I don't really see a need to have the rods cryo treated, especially for an all motor build. If breaking a stock rod is a concern then you could have them shot peened or just go aftermarket. I would reccomend having some ARP rod bolts put on the ends of whatever rod you end up going with though, Thats the weak issue in LS bottom ends and the #1 issue imo with LS/Vtec's...LS bottom end doesn't like to rev super high, yet everone with an LSV wants to rev to 9k lol.
If you do end up wanting parts cryo treated, I know a place here in Ohio that does it dirt cheap. I looked into having my entire gear set for my transmission treated.
