Adjusting the bolt on of your headlights?

I have these pictures to help describe what i am trying to say, but ill try my best to describe what i am asking.

I recently installed my new headlights i purchased online, they are black housing halo projector headlights. I installed them and some things have went wrong. I can not seem to adjust the horizontal positioning of the light. The horizontal gauge is not changing at all, but having the lights on shining against my fence i can see they are changing horizontally. However, the vertical gauge does change when i adjust the the corresponding spool. I dont really know what to ask about this, I just cant seem to adjust my bulbs well.

Also: The mounting of the headlights can be adjusted somewhat where you bolt them on. By loosening the bolt shown in the pictures, you can move the tab (that you put the bolt through to bolt the headlight down) forwards and backwards. Do you have to get these perfect, or even worry about them?

Id say just park in front of something like a wall on level ground. Get it as close to level as you can on the level. And eyeball it. As long as its not too bad you should be fine. I'm gonna run into the same problem. One of the like monting plastic pieces on my passangers side headlight is broken. -_-

i tried doing it last night, and i had my lights shining on my fence. my dad said he could see the bulb inside hte projector and he said the bulb was very angled inside it, it wasnt centered at all. I couldnt see the bulb inside.

make shure the bulb is completely seated in the base of the lamp.some of those are a pain.

i hate headlights... they suck i gave up adjusting mine about a month ago becasue i could never get it where i wanted it

Has anyone been through what i described? you adjusted the horizontal spool, using the screwdriver and successfully turning it, but you did not see any change in the horizontal gauge.
They are brand new aftermarket headlights, my conclusion is the gauge is probably broken and jsut not working, because i know i am successfully changing the direction of the light.
