im in the market for some coils i was thinking the Ground Controls with koni yellows. is this a good set up for mostly daily driving with touge runs and drag runs?
Yes. I recommend this setup for your driving needs. If you do decide to order the GCs, make sure you ask for the correct spring rates. You don't want it to be too hard or too soft. And no matter what you do, don't order the Special Edition Street version. Those aren't compatible with Koni shocks. Ask for the GCs that will be compatible with the Konis.

My Spring Rate Recommendation:
10K - front
8K - rear

Im actually looking to upgrade from my black eibachs with I believe a 1.3 drop on my Tokico HP Blues to adjustable Tein or GCs. Would the Tokicos be able to handle the additional drop and adjustment settings? If so witch ones would you recommend? Ive heard the HP blues cant handle over 1.5 of a drop but does that all depend on the spring rates?

First of all, TEIN doesn't make adjustable coilover sleeves like Ground-Control. TEIN only makes lowering springs and coilovers (shocks + springs as one body). Secondly, the Tokico HP shocks won't be able to handle extreme slammage. They're orginally meant to be stock replacements, not sport shocks. Not only the springs rates, but how low you go. The lower you are, the more load and pressure there is on the shocks.

So if i want to go lower do not do it on the Tokico HPs? Do I have to upgrade my shocks if im going to be upgrading coilovers?

You can lower on the Tokico HPs, but they won't last long. They'll eventually blow out. Coilovers include shocks. Coilover sleeves don't have shocks. For example, Ground-Controls are coilover sleeves. TEINs are coilvers, which include the springs and shocks as one component.

Yeah if you have the money to buy the GCs and shocks at the same time you might as well get coilovers. There are many other brands to choose from other than TEIN.

GCs are good if you can only afford the coils first then install them over stock shocks until you can afford new shocks. Thats what my plan was, and also I needed the adjustability for summer/winter driving and I also didn't see the need for full coilovers for strictly street driving.

There are a lot of companies that make coilovers. TEIN, JIC Magic, Cusco, Mugen, T1R, Buddy Club, J's Racing, etc.
