Every Mac since 2007 or so has been able to run windows. My mac benchmarks over 20000 with geek bench, it's 4 years old and I've only changed ram and the ssd. I spent maybe 2k total including my external raid setup. Good luck building any PC and getting a decent monitor for that price.

Flash runs in OSX just fine. It's Adobe's product not Apple's. They don't support it on their phones because it's a security nightmare, it always has been and that's why they've always been against it.

My mac air is phenomenal at doing what it was made for. Not a gaming laptop, it's a school laptop.

A great monitor cost like 400-500. And what do you mean run windows? Like the OS. Then technically your not using iOS ... you're using Windows on an apple product. Idk I run Linux most of time anyway. On chromebooks, HPs, and macbooks but it doesn't mean I'm using their given OS . But you can build a really nice pc for under 2k. That's a nice budget to work with I mean most of that is going to the GPU.
