Check engine light. Please need help!

So I've had the CEL on for about a year now and I've done soo much. I've checked the code and its code 12 (EGR) and heres a list of what I've done (not in order):

-Replaced EGR and reset the code

-Cleaned the EGR recently thoroughly

-Replaced the valve cover gasket

-cleaned my radiator because it was oxidized

-replaced thermostat because it was overheating

-replaced a hose for the radiator

-Cleaned the throttle body and the FITV (the FITV was very clean)

-used sea foam on vacuum line (brake booster) and a lot of carbon smoked out.

-checked for vacuum leak on egr and no vacuum leak

Right now I have somewhat of an idle problem as in it's high. And another problem is my car shakes when stopped and while in drive or reverse.

Really need help I've been trying to fix this problem, but no dice and I didn't pass smog because of that. Also if it was the O2 sensor wouldn't that give me a different code?

You have the symptoms of some kind of EGR failure.

1) You could disable the EGR for a few days to see if your driveability improves, that would be conclusive.

2) You could continue checking the other EGR related parts. EGR solenoid valve - make sure its working, clean the vacuum side if not, check and replace the vacuum line which goes to that valve, check the fuse (#24, I think), etc. The manual has a pretty good diagnostic procedure.
