Number one, he didnt finish serving his time so regardless of how long its been you do the crime you do the time. If you think it lacking severity, how often do you see or just hear about incidents where people are hurt and/or in worst cases killed during theft alone. s*** gets real pretty fast in those situations. Correction- "hasnt gotten caught for anything we know of in 36 years". There are murderers still on the loose killing people that will probably never be known even if the day comes they are caught. Scenario already exists in our history.
