rsx is topping out at 200?

my rsx type -S is topping out at 200 and just goes steady car was rebuilt was before i bought it said it was minor frame ,anything specific i should do my car is stock planing on building it in the winter i was on club rsx they just said it could be engine health clutch health tire pressure or how i drive..... didnt help at all and they closed the thread 2 times looking to get actual help any questions to help you help me just post here
