Disassemble and remove rings. You know they only turn on if you wire them up.

Lowest prices I've seen the parts you need go for:
98-01 OEM front bumper: $125
98-01 Halos: $FREE from someone that got them but hated them and can't sell them cause no one wants them
Welding work you say is needed on the front end: $400 or more depending on what need to be cut and welded
Paint for front bumper: $150
So approx. $675. You'll have a nice chunk of change left over.

They halos themselves provide no light output whatsoever, housings are cheap, they usually distort colors etc... Just a very cheap product. I'm super happy I got my OEM headlights back

Halos are laaaame. Unless they come factory, they're almost all gonna be s*** and will most definitely go out on you. Then you'll end up looking like an idiot until you buy a new set of better OEM headlights like you should have in the first place. You pay almost the same amount for both, why not go original and save yourself the chinsiness and cash in the long run and buy some cool go-fast parts.
