98-01 front bumper/fog light question

Ok so I'm thinking about buying this 98+ front bumper, but its grill is all gutted out. Can I still install fog lights on this bumper??:

Don't believe so. I think all the mounting locations are in the grill.

are the grill dimensions on a 94-97 bumper the same as a 98+ bumper?
If so, you think id be able to take it off a 94 and bondo it on a 98?
