wont start

I have a 93 integra gs. It will not start I have do fuel delivery to the filter.I have spark. so thought it was the relay changed it twice still nothing. So i stuck a hose down the tank to see if i could hear the pump come on nothing. So yesterday i was working on it an i noticed when i switch the the key to on the cel comes on an never goes off an it should cycle off after a few seconds. Is this a sign that the ecu might have went bad.Any ideals would be helpfull.

The CEL will stay on unless you jump the connector. If you jump the connector and it stays solid then yes, it would indicate a bad ECU. If not, count the blinks.
