won't shift into third until warmed up HELP!!

i have a 90 integra GS hatchback car runs good but it seems to not want to shift into third until it is been driven for about 5-10 minutes im wondering if i should flush the tranny or get a transmission filter change if possible.
any feed back is helpful looking for a cheap fix

What filter? Drain and fill. plug is on the passenger side of the trans. takes a 3/8 in. drive. Use Honda genuine ATF... debris builds up in the pressure valve causing erratic kick down and harsh shifting....
