Wiper arms really slow

Since my car was stolen and the steering column torn apart, I had to replace my windshield wiper stalk(among other things). Since the new stalk has been installed the wipers are really slow. Is there anything I can do short of replacing the stalk again?
Bad motor maybe?

Possibly a bad wiper motor.

sorry i'm a little late here. you've probably figured it out already.
but if not...
mine were the same way when i bought my teg. it was the wiper motor.
