windshield wiper motor won't work but makes turning noise

I just purchased a 93 Acura Integra. Was driving it and parked it. When I started it up, my wipers wouldn't work. But it make sound like the motor is working but it isn't.mving the wipers. Is it my windshield wiper motor relay or a fuse. My front lights don't work now but my high beams do ?

Fixed

Had too pop back a bar back on the windshield wiper underneath. Easy fix.
