Whats with this fuse?, and this black box?

I have been looking for a way to disable the starter on my 3rd Gen Integra, and while poking around in the fuse box under my dash I found a fuse labeled "ig", but when I pulled it out I found that is was not a fuse at all but a little piece of black plastic that looks like a fuse. What is it?.

I also pulled the fuse called "starter signal", but the car still starts. So what does starter signal do if it is not for the control signal to the starter solenoid?

My last question is right under my steering column is a black box with a light blue button on it. The wires all look stock so I don't think it was added by someone else. My roommate suggested that it was an engine cutoff switch for when the car is in an accident. Anyone got any ideas what it does?

I can post pictures of anything tomorrow if anyone wants. Any help is appreciated.

couldnt tell you about the first two questions but the black box is for your maintenance required light, its just a reminder to change your oil, and you can hold it down to reset it.

Ok, that makes sense. Thanks your your help so far.

There has been a rash of car thefts near me in the last week, so for now I have just been taking the starter fuse inside at night, along with all the other 50A fuses in that box.
