What is this on the rear bumper?

What does the blackish bar running across the rear bumper look like to you guys? One of my friends thinks its like a clip on piece? It doesnt look painted to me so idk what it is. I know its a ukdm bumper but i dont think its specific to that as ive never seen it on one before. Im just wondering as i think it looks really good.

Actually I wouldnt paint it, id vinyl wrap it.
