It's all the wiring that's under the dash.
Any time someone refers to a wiring harness of some type, they're talking about an organized grouping of wires that is a subunit of the car's whole electrical system and can be removed as a whole. It usually consists of a lot of different couplers and clips that transfer power to different sensors, lights, buttons, etc.
Harnesses are usually divided up by the areas of the car they run i.e. the dash harness, engine harness, etc.
