What do I have to look for when buying a used turbo?

I found a used turbo kit on craigslist, its a turbonetics turbo and no name intercooler, wastgate, blow off valve, turbo manifold, piping and oil lines. I talked the guy down to $700 but my only question is what I should look for before I buy it? Like shaft play? Can I tell if its broken?

I wouldn't go for it.. You could get a kit with turbonetics turbo new for like 1100-1400, that is assuming he got his kit on ebay.. I know it's more money but you got the warranty as well.. Would suck to put the used turbo on to find out you got something wrong with it.. You can only tell so much by looking at it.. But it's like when you go to buy a car.. You know if it has been taken care of
