Unusual Steering Wheel movement?

Just noticed this on my drive home, but my steering wheel ticks left and right about maybe a quarter inch while driving, like a metronome, even when not moving at a stop light.

It either has play in the actual rack gear portion, possibly very loose tie rod ends, or a worn steering shaft.
