timing problems?

hi,
i am new this site n i have a 93 integra (b18a1) which i am currently working on. but the thing thats holding me up is after going thru the number 1/number 3/number 4 cylinders the intake camshaft gets stuck on the number 4 cylinder as i try to turn the crank shaft 180 degrees to do the last number 2 cylinder.no i have replaced the valves on the intake side but it is still doing the same thing. i lined up the timing marks like there suppose to be but i just cant figure it out. the car will be going to the shop this teusday so they can fix it.any body know what it is?

new b18a1 head
cp 9:1 pistons

when i am adjusting my valves at (intake-6/exhaust-7)i do it in this order:

number 1 cylinder is at tdc (cam gears facing up)
-turn crank 90 degrees (cam gears facing inside car)
adjust number 3 cylinder
-turn crank 90 degrees
adjust number 4 cylinder
then when i turn the crank 90 degrees to adjust the number 2 cylinder the intake camshaft gets stuck half way of the turn

now at first i thought i had some bent valves so i replaced all of them on the intake side and its still doint the same thing.
